INTERREG Balkan - Mediterranean 2014-2020 - Approval of the new Programme

The Transnational Cooperation Programme INTERREG Balkan – Mediterranean 2014 – 2020 is adopted, which will focus on two priorities: boosting the competitiveness of the regional economy through entrepreneurship and innovation, and protecting the environment.

Overall Objective:

The BalkanMed Programme’s overall objective is to build on shared territorial assets and promote integrated territorial development and cooperation for a more competitive and sustainable Balkan – Mediterranean area.

Total Budget: € 39,727,654.00

  • Greece (entire country)
  • Bulgaria (entire country)
  • Cyprus (entire country)
  • Albania (entire country)
  • Former Yugoslav Republic of Macedonia (entire country)


Eligible Partners:

Α. Public bodies
Public bodies are organizations which are founded and governed by public law. Their main purpose is to fulfill the needs of the public.

Β. Bodies governed by public law

A "body governed by public law" means any body:

(a) Established for the specific purpose of meeting needs in the general interest, not having an industrial or commercial character;
(b) Having legal personality; and
(c) Financed, for the most part, by the state, regional or local authorities, or other bodies governed by public law; or subject to management supervision by those bodies; or having an administrative, managerial or supervisory board, more than half of whose members are appointed by the state, regional or local authorities, or by other bodies governed by public law.

C. Bodies governed by private law

In the contest of this programme, “bodies governed by private law” means all organizations which are founded by private law such as chambers of commerce, trade unions or non-governmental organizations. They may receive ERDF funding if they fulfill the following criteria:

(a) They are established for the specific purpose of meeting needs in the general interest, not having an industrial or commercial character;
(b) They have legal personality;
(c) They make available the results of the project to the general public;
(d) They apply the principles of public procurement.


Priority Axes:

1. Entrepreneurship &Innovation

As the Programme area suffers from markets’ fragmentation, high unemployment and limited labor force skills, “Priority Axis 1” is dedicated to actions that foster the area’s entrepreneurship potential by encouraging SMEs’ cooperation and networking, clusters and clusters policies, new business models’ applications and in particular the ones promoting innovation, opens up new markets and support internationalisation.

2. Environment

Priority Axis 2 of the Balkan-Mediterranean 2014-2020 transnational cooperation Programme is built upon natural/cultural heritage and resources’ efficiency. The Programme area holds significant potential for sustainable use of natural resources in the fields of the waste sector, the water sector and the soil and air pollution as well as the energy efficiency sector. Technological innovation will also be considered to stimulate climate-related investments and the transition to an inclusive and green economy.
